If the dog is triggered at all by seeing people or animals through a window, completely covering or blocking access to the window can help a lot. There is one specific window in our dining room that Sable could see out of and see the people behind us walking around their yard, and she would stand there and bark at them for hours. She can move shades/curtains/blinds with her long nose, so I ended up taping a bandanna on the window, which is so not classy looking, but it does the job. Sable is a very alert dog and is triggered by both seeing and hearing things, and honestly, nothing helps entirely. You just have to try everything you can to manage the situation, and try to be extra nice to the neighbours.
