so my mom is going to a tea party this afternoon and needs to take something. i don't know any details other than it's a "tea" at someone's house. what can i bake for her to take? are there socially appropriate baked goods for a tea party?

Yes, scones. Easiest and probably most 'tea party' appropriate.
