Cold noodles sounds like a Tupperware full of leftover plain pasta.

I think of them as two different things, with noodle salad being like your AFR Pad Thai Salad, heavy on the green leafy, while cold noodles are more solidly noodly, like cold sesame noodles or Dan Dan noodles. Is that wrong?
Both sound yummy.

Noodle salad sounds better to me. If you say "cold noodles" you seem to be implying that they were not supposed to be that way. But then, English is not my native language, so I don't know if that's perceived like that by native speakers.

cold noodles are obviously covered in peanut sauce, so they sound more appetizing than just about anything.

I feel like it matters what kind of noodles they are. I don't know why, it just does! Like zaru soba is not a salad, but a Vietnamese-style cold noodle dish could be.

Depends on the type of dish. Pasta with beans with veggies and such = noodle salad, zaru soba or other similar things = cold noodles. So in the right context, both sound appetizing. "Cold noodles" sounds fancier to me but I can understand what people mean about it sounding like leftovers.

Noodle salad makes me think of a salad with noodles in it. Cold noodles makes me think of noodles with a little something else in it. More noodles = the better so I voted for Cold Noodles.

Both sound yummy. That's how I think of them, too. Anyway, I voted Cold Noodles because I like cold noodles and sometimes I don't want a salad with my noodles (because they're two different things for me).
