I think maybe a no beef veggie broth? I've never made it but I'm guess the wine is there for some richness that a beef like broth might take over for.

Just reporting back on the Wellington. It was a project to make because you had to make the seitan, the pate and mushroom duxelles (which is apparently just sauteed mushrooms), which made the total cooking time something like 3 hours. But the end result was really delicious. I think it would have been even better if I had used the red wine in the seitan -- but the no beef powder I used was a decent substitute. The seitan was juicy and tender and the other components put it over the top. I think this is the best seitan roast I have ever made.
