For non-titles, I definitely err on the side of leaving punctuation outside the quotes if I'm not sure that that's where a sentence actually ended. Better to attribute a correct if perhaps incomplete quotation to someone than to attribute something incorrect.

I am glad we are finding commas amusing! I definitely learned the way mollyjade explained it, and I also learned that lists had punctuation inside. I appreciate the UK explanation. At least it makes sense now, though I remain skeptical of the Oxford Comma ...

I don't use the Oxford comma if I'm listing single words: That comes in red, blue or green. But I use it if I'm listing phrases because I think it's clearer: That comes in black with white pinstripes, blue flowers on a field of yellow, green with pink polka dots, or plain red. In other words, I reserve the right to not use the Oxford comma, but if you try to take it from me, I will cut you.

I always put the comma inside the quotes. I took a semester-long class on APA writing, though, so I'm not sure if MLA is the same? And we were taught to put a comma after each item in a list, even before the "and."

There is a small dog crying and I can hear it through my window. It's cool enough to open windows. I'm stoked for the breeze, sad for the pup.

edit: I don't actually know if the dog is small or large. It is just a teeny cry so I assumed.

The rule varies by country. What Jogirl described is UK English. In American English, the punctuation almost always goes inside the quotation mark. There are some exceptions for things like question marks if there's a possibility of confusion.

Yes, sorry, should have clarified I was talking about the UK. I purposely didn't mention the Oxford comma because previous conversations I have had on the subject have come to (metaphorical) blows!

Okay. Wow. I need to do some comma investigation. I think I use commas a lot, I like the way they feel. But I have no idea of the proper use of them. I do remember reading something once on Wikipedia how there's kind of a 'grammar fight' over wether to put a comma before an and or not, and I remember liking the side of the do-use-it-before-an-and people. But I've never heard of the Oxford comma, and I definitely do not like the way it feels to have a comma inside the quotation marks. But I don't know why I don't like it.

My cat likes to go in the bathroom with me in the mornings to pee. He'll wait on me or bug me to hurry up and get in there. But I swear, when I'm done he's still going. I think his bladder is way bigger than mine.

I tend to not use it (AP style). For cases similar to the one illustrated, i would write around it (we invited Stalin, JFK and the strippers. Easy peasy! Or use the comma if absolutely needed for clarity.) It's actually a grammar thing i typically don't care that much about, because rarely does it add clarity either way. As long as i understand what you're saying go ahead and put your commas wherever you like. Or not. Whatever.

I also question teacup's support of the Oxford comma.
I am an Oxford comma fan, but I would attend the party that JFK and Stalin were invited to, whether or not they are the strippers. It sounds like an interesting time either way.

I learned the Oxford comma from my Oxford-educated literature teacher in high school. Then I gleefully abandoned it unless required. I also do not like our use of extra letters (colour etc.) but I am required to use them according to our firm's guidelines. I support clarity and brevity.

Re: my previous post. I was confused on what the Oxford comma actually is. I thought it was the UK style, where commas go on the outside or are omitted. The helpful "strippers, stalin, and JFK" picture above has clarified this for me. Thanks! I'd like to recant my previous skepticism and ask for membership in the Oxford Comma Posse.
