I think you'd have to contact the specific companies/brands. A quick googling suggests that the tips are usually man-made fibers such as felt, but the inks aren't necessarily free of animal products.

I was thinking more of the felt itself, as I just learned felt is often wool

But with wool felt & liquid it would be a shrinking dirty mess. Most synth felt is just called felt while wool felt is often called felted.

Unfortunately, a great many art supplies are not vegan, in my experience.

Like "flavour" and "flavoured". "Panda flavour[u]ed[/iu condoms" have to be flavoured with actual pandas, whereas "Panda flavour condoms" should just taste like pandas.

I think they're mostly fossils 'n' alcohol based, partly because they need to be stable for a long time and lots of animal and plant-derived things break down quickly.

important information: I read this thread title the first few times as "are felt up penises vegan?" Lard knows why they wouldn't be, but I was really confused when I clicked through and ya'll were talking about pens.

Crayola is super secretive about their ingredients. Fun fact: crayola crayons have animal fat in them but they won't say which colors/what kind.
