This is just an initial query which probably won't be followed through on but I did some online searches and rent for the Philly area seems a lot more expensive than I thought it would be but maybe I'm looking at the wrong thing. I know this is a broad inquiry but again, its just an initial query to even see if it is feasible. If someone had dogs, cats and was looking to rent either a row house/townhome in a relatively safe neighborhood, how much would they expect to spend?
This would be for attending one of the schools in Philly itself.

Are you talking about a room or a whole house?
If you have a whole house, you can expect to pay $220-350/room in South Philly. My neighborhood is OK-but-not-great. Relatively safe, yes. The total rent for my 5-bedroom house is $1300. I have friends down the street who pay $2000 for a 7-bedroom.
Friends who live in West Philly and seem to pay $350-430/room in areas between 47th and 50th--further from the colleges. It is a little harder to find a whole house in West Philly. Many of the beautiful huge houses there have been split up into apartments.
This is definitely the low end. I've noticed that craigslist rooms can be expensive. Unfortunately, the best deals are often found by simply walking around a neighborhood you want to live in, looking for For Rent signs.

Yeah sorry, would be an entire house, 2-3 bedrooms preferred :) My initial searches resulted in finding 2-3 bedroom places for $2500/month. I was like what the hell is that! I perused Craigslist last night and found some other things as well that were much cheaper.
Ok at least I have a better understanding of prices.

I rent a 3 bedroom with some people in South Philly and our rent is $1000. Our neighborhood is "up and coming" I guess but it's awesome. Pretty safe, incredibly convenient, etc. A little father south, you can get 3 bedroom houses for like $800.
