I just bought this Meyer Lemon Tree a month ago and it's not doing so well, I put it in a new container, added soil and granular fertilizer, and watered it. I only water it when it gets dried out or rains. It quickly started getting yellow tips and it hasn't grown at all. The little lemons are in suspended animation.

With broadleaf evergreens, you'll often find damage on older leaves from past abuse. Perhaps it was overwatered at one time, or underfertilized. Plus, even evergreens lose their oldest leaves each year, so it could just be natural attrition. The newer growth looks better, I think? If that's the case, you may not have a problem. And if it is putting its energy into ripening fruit, it is likely to slow down any new growth until the fruit is picked.

Water it when the top inch or so of soil dries out. And if it was rootbound in the old pot, did you break up the outer roots so they would grow into the new soil?
