I don't know of too many Halloween movies that are tailored to small children. I did love Halloweentown when I was younger but that is all I remember. Does anyone have any suggestions? I really want to have some for the girls.
My daughter was obsessed with Nightmare Before Christmas the Halloween she 2 (almost 3). Your mileage may very with that one, though...I imagine it isn't a good one for most kids that age. It did result in one awesome costume, though. I love the original Frankenweenie, and think it's a little less scary.

I love the Great Pumpkin and Worst Witch. Also The Halloween Tree (from the Ray Bradbury book of the same name). And I remember watching Halloween is Grinch Night and Garfield's Halloween Adventure every year. And this Donald Duck cartoon:
I'm not sure how old we're talking, but Hocus Pocus is awesome, as is The Witches. The Witches definitely terrified me when I was little though, but I was a super sensitive child. I don't really remember if Hocus Pocus is scary at all.

Are the Goosebumps movies too scary for young children? I guess it depends on your kids age and how easily they get scared but they're specifically made for children so that might be a good try. On that note, old episodes of Are You Afraid of the Dark?

I don't really know much about modern kids' movies, but my favorites were The Nightmare Before Christmas, Hocus Pocus, Ernest Scared Stupid, the Goosebumps series, & Are You Afraid of the Dark?
I was watching "real" horror movies and stuff like Tales From the Crypt pretty early though. I thought Leprechaun was the funniest/scariest shiitake ever when I was like 5-6, sooooo.... yeah.

The troll from Ernest Scared Stupid terrifies me to this day.
Along the same lines as the Halloweentown movies, there's Under Wraps, The Boy Who Cried Werewolf, Mom's Got a Date with a Vampire, Mr. Boogedy, Girl vs. Monster.

Monster Squad and Hocus Pocus! Also, I think most of the classic horror films from the 30s-50s are OK. Dracula, Frankenstein, the Mummy, Creature From the Black Lagoon, Them, Invisible Man, Cabinet of Dr. Caligari, The Thing from Another World (what Carpenter's The Thing was based on). Watched them all as a kid. I think Dario Argento's Suspiria is pretty kid friendly, too.

Monster Squad is great, but if you don't want your kid to hear the word 'bisque' or ask you what a virgin or nards are, you might not consider it little kid friendly.

Same here, I was watching Poltergeist and Hellraiser at age seven and look how I turned out!
Uh.

AHHHH!! I was sooooo not allowed to watch The Witches, because the book scared me so badly that I kept my parents up at night for weeks after reading it. My younger sibling, who was not as easily freaked by scary fictional things as I was, wanted to watch the movie with a friend one time, so my parents made me leave the house for the entire time the movie was being watched.
