The Inuit have lived above the tree line for as long as there have been Inuit. The people relocated by the Canadian government mostly came from Inukjuak, which is north of the tree line.

To be honest, a big problem is racism against aboriginal populations in Canada. I remember once when I was in high school, this guy told me he thought it was great we killed off the Beothuk so they wouldn't be mooching off of us now. And this guy teaches history and social justice in high school now. With Newfoundland and Labrador, both places have issues with shipping and to some extent food cost, but access to clear roads for Newfoundland communities are considered a priority, meanwhile people forget there's more to the province than the island part and the food costs are absolutely frightening in some Labrador communities.
