This is sad and I wonder if it is a misguided approach to AIDS prevention. Looking at Uganda, they had a very high AIDS rate in the 80s/90s which dropped dramatically after public education programs. Now, it looks like their AIDS rate is increasing due to stressing abstinence only stance vs protection/knowledge.
