Obviously, the word "limited" shows that the country still has a long way to go but I want to be optimistic about this, so yay, Ireland!

It's not an incredibly small step at all. The right to life of the unborn child as equal to the right to life of the mother is part of the Constitution of the Republic of Ireland.

Yes, it's hardly instant-win, but it's gone from being illegal in all circumstances and arguably unconstitutional to permissible as a lifesaving measure. It's not a complete sea-change, but it's not an "incredibly small" step. It will save lives.
