I popped back in here today to post this, which may be from a tinfoil hat source but hey, i like tinfoil hats.....
It seems the culprit, at least for the blackbirds, is the USDA.

I am not entirely convinced that this aphis sheet proves that the bird and fish kills in question were actually committed by the USDA, but the number of animals that are acknowledged by the USDA itself is disturbing. I see this spreadsheet every few years and it peas me off every time. Your tax dollars at work, as they say. le sigh.
As for the sardine kills in Brazil, the local explanation is that a large capacity fishing boat was illegally fishing a marine reserve the night before the fish washed up, and was about to be caught so they dumped their catch overboard. There's a lot of controversy, the fishing coop of that town (which is about one hour from my house) claims the boat was a shrimper, but the city is also looking to get access to superfund type money to improve the port, so it stinks of politics to me.
