I live in SE, and always go here: http://www.yelp.com/biz/vu-car-care-portland

They are nice, generous (drove me home and picked me up when I was on crutches), reasonably priced, and--in my experience--honest. I really like them.

Also in SE: European Motors. We have been going there for a few years now. Cindy and Ray run an honest shop and provide solid service. I can't back them enough! Don't let the name mislead you; they work on all kinds of cars (currently our Subaru, previously our struggling VW Fox).

For anything brake related, I go to Ron's Front End and Brake at 50something & Foster. We have been using them with our business fleet for many years and they have never given us any grief about anything, and their prices are more than fair.

i would say Han's Foreign Auto (SE Glisan & 60th-ish), but the last few times i've been there they've told of things that they think need to be fixed (like Jiffy Lube loves to do) and i noticed that Jason, who i used to always see there and would do my oil change, was no longer there. he never tried to get me to do other stuff...
so if anyone knows a Jason that used to work at the above mentioned auto shop, let me know!

I'm going to reiterate my support for European Motors. Seriously nice, honest folks deserving of your business.

I am here to second what Alan said! I went to European Motors on his recommendation and they were great! Cindy cracked me up!
