Armstrong already retired 2+ years ago. There have been rumors and accusations of doping for years, and I doubt he would want to compete again even if he wasn't banned. The doping charges brought by the USADA could strip him of all Tour de France wins, but that's up to the International Cycling Union.
He'd retired from pro cycling but he'd been competing in triathlon on the pro level right up until the USADA opened their investigation in June. So the ban does affect him. He was supposed to have done Ironman France in late June in pursuit of a Kona berth and was prevented from racing.

The ICU hasn't decided if they are going to take the USADA's ruling. The only way to spin this for Lance is that the case against him consists entirely of testimony of people who claim they saw him violating the rules. There are no positive blood tests or any other physical evidence.

That can be really hard to combat and he might have decided that he would lose in arbitration.

So what do you all think about Lance Armstrong? Do you think he was doping? I don't understand how they can say he was if he didn't test positive.
