The only places I've ever seen ask for applications with photos here are trendy clothes shops who are want to judge everyone by their appearance before even considering them for a position.

It's very common here. I used to think it was weird too, but the idea is that it makes it easier for whoever is sorting through a pile of job applications to keep them separate. A name + a face is easier to remember than just a name. The only places that actually require it are restaurants and shops usually, but yesterday I used one of those online application systems to apply for jobs in hospitals, and they had a handy little tool for uploading a photo. My CV is not very impressive, so I want to do whatever I can to increase my chances. I used the first photo.

if you hand in a job application without a photo, they won't even have a second look. and those photos better be good, done by a professional photographer!

Yes. And beauty salons!

I once received a health & safety form from some contractors and for some reason, they also sent me passport pics of themselves. It was great, they all had epic handlebar moustaches.
